Hey i see things like this pretty often images in shades of blue but i do not know how to do it myself also how do i make the diagon lines through it and the fog effect. If some one could tell me how or give me a link to a tutorial that would be great

Filter -> Render -> Clouds can produce similar clouds, just make a new layer and erase the sections you don't need.
As for the colour, make another new layer (above the clouds) and fill it with a blue-ish gradient. Set this layer to colour as the blending mode and that should make it similar in colour to your example image. |
