I don't use photoshop. That's why I was wondering if Cutout was a PS filter. I know you have both of those filters tho. So just look through the menus for them. There's only so many places they could be.
I do believe it's Image -> Adjustments -> Posterize in PS. &it's Filter -> Blur -> Smart Blue. |
