Filters -> Adjustments -> Posterize -> Set to 4-ish. Depending how "daub-y" you want it too look. Lower for more and higher for less.
Filters -> Adjustments -> Smart Blur -> Play around with the settings. I like to just pull all the sliders all the way over. =X |
