hey how owuld u glow the sparkles in a picture? like in this picture. the sparkles kind of have a blue glow. thanks!

1. Make a new layer
2. Design whatever you want to glow 3. Duplicate layer 4. Filer > Blur > Gausian Blur set it from about 2-10 depending on how much you want it to glow. 5. Change the blending mode on the duplicated layer to screen Assuming you have photoshop, that's how you do it. Did that make any sense? haha Edit// I explained the wrong thing.
