if a guy likes another girl, while he's still in a relationship, but does not have any feelings for his current "girlfriend" (they just haven't broken up yet) .. do u still consider that cheating?

Cheating generally entails an actual action or behavior, not just a thought; so no, until he actually messes around with someone else, I wouldn't say he's cheating. However, it's dishonest and hurtful to be in a relationship in which one is not emotionally attached, and he really should get out of it as soon as possible.
