if a guy likes another girl, while he's still in a relationship, but does not have any feelings for his current "girlfriend" (they just haven't broken up yet) .. do u still consider that cheating?

That isn't cheating. That's just anti-expressionalist, and dishonest. But, it isn't cheating.
Break up with the current if you don't have any feelings for them. Move on, and it's all good.
