HOW DO YOU COLOR THE PIC LIKE A DIFFRNET COLOR. LIKE YOU CAN STILL SEE THE PIC THOUGH. I`M USING PSP.

You're making a new layer. So right click IN YOUR LAYERS PALETTE and select "New Raster Layer". A box will pop up, where it says "Blend Mode" and it has a drop-down menu, choose "Color". Flood fill the new layer with any colour. Your image should now be monotone.
