HOW DO YOU COLOR THE PIC LIKE A DIFFRNET COLOR. LIKE YOU CAN STILL SEE THE PIC THOUGH. I`M USING PSP.

Your blend mode should be "color". Not "color (legacy)", but "color".
 Works fine for me.
