exactly what do yall mean when you say layering? i have psp i would LOVE to make vectors/vexels but i hear all this layering buisness and i get thrown off. so is there any tuts on layering? also does anyone know a VERY detailed tutorial on vectoring?

Layering -> New vector layer for each colour you use.
 Assuming you know enough about PSP to create a new layer.
