i think it should be the girl cuz if the boy does then the girl will think hes a pervert but if the girl licks the lips he'll catch on and start.

Personally I think its better when the guy makes the move but if sometimes its like the guy gets too nervous and chicken out so I end up makin the move but I agree it shouldn't matter!
