Is it still possible to create a rollover effect for a certain part of an image? For example, I'd like to rollover effects to the buttons of the navigation part of this layout:

Can you get the same effect if you wanted your links to look like this : http://44suburbia.org/ ? (they're on the paper that says like textures patterns etc etc)
