Ack!!, It's not that important, but... Options

I'd like to know how to make IDK, frames? Like the Chobits one in the MySpace section. It has the little picture on the top. I want to make a Zelgadiss Layout, and I'm having trouble. I was thinking if taking a layout and changing it, but I'm no good at HTML and CCS. And before you scold me, I've tried learning.
