Help with deleting MASSIVE space, Layout question |

Can anyone advise?
my daughter's my space was from layout designer. Under "Blurbs" but before the "about me" area and all topics really, there is a HUGE gap between the subject and the start of the text. Does anyone know how I can get this space reduced? Also, how to allow the marquee pictures to fill in the full width of the colum on the left?
