ok... when we are taking a vote on an issue, all committee members vote 'aye' or 'nay' or abstain

which begs the question, do we think that we need a majority for an issue to be passed, or merely the highest numer of ayes or nays.

i'm, inclined to say that we need a majority, but that means it will be difficult to make decisions if we allow abstentions...

ok... hrrm. we have one topic (the one about post count limit on potential staff, im pretty sure) where someone has absstained already... kiera i think
