How does everyone feel about the misplaced children of Hurricane Katrina? Were parents irresponsbile for the separation between them and their children? Or is the government to blame for these misplaced children due to their slow response?

I can't really blame the parents.
Unless they WANTED to. But I highly doubt it... I don't think anybody should be blamed. But I do blame Bush for responding too late.
