My balls itch and I need to know if there is something wrong. Like it has a rash on it now.
 So do I apply medicine or just scratch em. thank you.

You're being "cautious" and asking US, people who have no experience with that sort of things instead of the doctor? If anything seems odd with my privates, believe me I'd pay the $20 copay to have it checked.
