That way they don't use up valuable real estate that could be used by law abiding people and it would be a lot tougher for the criminals to escape.

Land is not a problem. What good would it be to build something ON TOP of a prison? The dont pay tax or mortgage, I believe, the government does, and they'd still have tp pay if it were undergorund.
Escaping? Big deal.. if it were undergorund, there must be a way out, which is the same route prisoners would take. It ahs to do with the security of the jail/prison. I fail to see the benefits. |
