photoshop7 question, eyedropper tool

This isn't a major thing or anything, but it's really annoying, and I was wondering if anyone knew how to fix it.

When I use the eyedropper tool, the color I select becomes the background color instead of the foreground color, and when I do things like "replace color" and stuff, both the background and foreground colors have to be the same for it to work.

Can anyone tell me what the problem is?

Yeah, I have to do that since I use the color I...eyedrop. It's just annoying to do that every time is all. And when I use replace color, the color has to be in both foreground and background...I dunno why, but a couple weeks ago it switched to regular...eyedropping and then it switched back to the problem...
