you don't even have to position it actually. to make it look nice, just make sure to change the width to be the same as your blog. and since you want this at the top of your xanga, then put this at the top of your html header.
CODE <div id="about me" style="width:##px; height:##px; BACKGROUND-COLOR:#ColorNumber; border:#ColorNumber 1px solid; overflow:auto;">WRITE STUFF ABOUT YOURSELF HERE</div>
