Um .. yeah, I'm having problems like that. I don't know how to re-enable it. I don't even remember disabling it.

That indicates that an administrator has disabled access to Task Manager to non-admin users.
But now, of course, you're going to tell us that you are an administrator on your machine, and then I'll have no idea what to do, aside from saying that user permissions on XP get "wonky" from time to time (for lack of a better term). |
