Well, in theory; but it depends on what he wants to do with a static IP.
I was working under the assumption that he wants a static IP for the purposes of serving a webpage or files over the Internet (or a similar reason), in which case, even connecting through a proxy would not do the job (for a few reasons). If he just wishes to always appear to have the same IP, but not necessarily have the same IP, a proxy could do the job (in theory). |
