... Proxies aren't used for giving computers static IP's that wouldn't ordinarily get them, so no, your computer would still not have a static IP.

Unless I'm missing something obvious here.

I would think if you connected to the same proxy, you would appear to have the same ip, as long as the proxy retains its ip.
