Well friends, i need some help here..wondring whether is this a brush?
I refer to that CIRCLE:  If it's a brush, anybody can help me to get it in Photoshop. I had been search for 2 days with this type of CIRCLE, but i can't get it. Thanks in advance for d help.

I used the sustom shape tool to make the target and then the rounded rectangle tool to draw on the drips. If you want, I'll make it a brush and send it to you.
