You can make icons on probably any image-editing software, from the default MS Paint to the pricey Adobe Photoshop or Jasc Paint Shop Pro.
For layouts, it really depends on what kind of layout you want to make. If you want a simple defaultish one, you can just customize that with a CSS stylesheet (click here). |
