outlining images, please help |

 does anyone know how i can outline images like this: i looked in the psp tutorials but i didnt find any...a tutorial would be helpful!  P.S. i have psp8..thanx in advance!

first you gotta cut the image (get rid of the background) then right click the layer of the image and click on blending options. Click on stroke and edit the settings.
