outlining images, please help |

 does anyone know how i can outline images like this: i looked in the psp tutorials but i didnt find any...a tutorial would be helpful!  P.S. i have psp8..thanx in advance!

.... The only thing I can think of is selecting the object, making a new layer under the object and filling the selection on the layer beneath the object with the color of the stroke. =/ Does that make sense?
