Changing the Layout?, Correctly posting a new layout |

I am new to Live Journal and I barely know where everything is. The main problem that I am having is posting a new layout up. I post the code in there but I dont understand anything about "LASTN_WEBSITE" I have no idea what to do with the code or anything. Can someone offer some help?
