Font effect, How do I make my font look like this? Options

I have PSP9, and I've been trying to work out how to get my font to have a border like this:



But when I try the stroke width, it ends up completely going over the inside font. Is there another way to get the border around the font?

..... Anything between .5 and .05 will work well.
There are other ways, but adding it into the font is easiest.
