I've looked in the big book of resources, and I went to some sites to see if they had tutorials on how to make these type of backgrounds but I didn't find any. Does anyone know how to make backgrounds like this?

This is kinda cheap and quick, but it works - I just did this with the pencil tool.
Get the basic design you want..  Then Edit>Define Pattern, OK. Now, on your image that you want the pattern in, go to Edit>Fill, make sure "pattern" is chosen in the drop-down menu, and find your pattern.  Not quite the same as the picture you posted, but it still looks good and would look even better with a little work. |
