i was wondering if u burn a cd at a slower speed for example 8x would the quality be better then say if it was burned at 24x?

if you pc burns cd's slow, it because ur burner is slow. nothing to do with cd quality. in some cases it could be. but you have to change your setting most times for that. if you buy a brand new cd burner, and it writes slow... then u just have a slow burner.
