Can a person speak even this person is born deaf? |

I have been debating on this topic with my friends for so long. I insist that deaf people can speak even they are born deaf because there's nothing wrong with their vocal cord so they should be able to speak. Please tell me what do you think!! Plzzzz~~~~

they would be able to but they wouldnt know how... i think there's like therapy for that or something
