Can a person speak even this person is born deaf? |

I have been debating on this topic with my friends for so long. I insist that deaf people can speak even they are born deaf because there's nothing wrong with their vocal cord so they should be able to speak. Please tell me what do you think!! Plzzzz~~~~

sure they can speak if someone has the patience to teach them. unfortunately, they won't be able to understand the response.
