how can i make an image smaller and when i move it,it stays small?for example,it wont go back to its original size.

uhh well if you have photoshop it would be image>>image size>>then resize it.
if you have paint shop pro go to image>>then resize>>then set the size and for ms paint i think you just stretch it.. not sure, barely use ms paint.
