hits and users Options

You know how you can have stats for your site? I've seen a few of them. Well I have this:

Problem is, whenever I change the name and paste it, it doesn't work. There's a part of the page that suddenly disappears. Is there something I should be doing?

Haha, I was going to post a php counter cause I have a problem with it. So, I got it from here. Now, I understand everything except the part where it says "ChMOD views.txt to 777". What is that and how do I do it? The code from that site is this:
