Is the patch 100% safe? I mean, can it damage your computer if something messes up?

I mean, can it damage your computer if something messes up?  i read it somewhere, and i might be saying it wrong, but the Uxtheme.dll is really just to stop the "unofficial" themes that the machine in trying to use. because microsoft doesnt want stupid ppl to make their own themes and mess up their computer. it really cant mess up your computer, but most themes on the internet are made from pros  so, just use themes you download on trusted site.
