help ! picuures!!, need help Options

when i use this code... my pictures still are the same height wen i change the height number ..my images are like huge as a screen almost ..and i need them smaller but i dont know how to make them smaller cuz it wont work ...some plz help!!

I'm not sure that will work cause i tried that once.. It's just better to resize your image on photoshop or paint shop pro or ms paint.
