slowing fps in animated .gifs Options

Well, I created a 60-frame animation and the frames per second is way too fast. [See link for demonstration.]

I'm sorta of new to Macromedia Fireworks MX, but I know there's an animation tab and you can adjust the frame delay, but it just looks the same to me even if I make an adjustment.

Any comments, concerns, or suggestions?
