I have a tendency to make layouts that require a popup (usually hosted by Geocities) to view my blogrings and subscriptions. Is there anyway I can make it so that I don't have to go into Geocities and change the page everytime I subscribe to someone new?

i don't think so.. Since its run by geocities your gonna have to access to Geocities to set subs and blogrings..
