Hey, hm. I've always wanted to know how to do this. You know on some peoples layouts, how they have that like.. splatter on a picture? Yeah.. could someone please tell me how? Heh, thanks.

They are brushes. =] Do you have PS or PSP? You can try googling splatter brushes because there are many.
