I'd say Biggie as a freestyler, but Tupac was an awesome composer.

I have never heard Tupac freestyle but I do think I heard Biggie freestyle on VH1's Behind the Music. So because I havent heard enough freestyles from either then I cant judge them on that. But I do think Tupac was the better rapper
