If he lives next door to you, get him arrested. If the police knew about it wouldn't he be arrested right now? Especially if he lives right next door to you.

Not quite true. He could have served his time and gotten out. Those people are put onto file and when they move somewhere, they have to inform the people of the neighborhood that they are moving in.
