I saw someone's sig with that white outline thing outside of the word, blah, this is confusing, let me just show you the picture.
 The white thing outside of the word..it's like... the white outliner.. How do you get that white thingy majiggy? |

You don't have to rasterize it. On the text layer, you go to the Blending Options for that layer, and click Stroke.
