What does it mean when your bandwidth is exceeded?

Actually, when you upload something, there is a specific amount bandwidth that you can take up desides webspace. So, if lets say, something is being direct linked too much and goes over the limit, then the bandwidth has exceeded and the file won't show until the badwidth decreases.
