depends where I guess.
If it's an abandoned building it could be art, if it's like a school or business, then it would be crime. Thats how I see it. |

EVERY SINGLE year in my school there is some kind of big graffiti on the lockers or the bathroom. i take that as crime. but if its on like city buildings and i guess its not a crime?
