That can be done using a texture. Make a layer for the background and then you can usually find free textures like that at hybrid-genesis.net.
Just paste it there and voila, instant bg Umm.. I also think that that is actually part of the image itself, like from when it was taken. |

Filter -> Noise -> Add noise.
Ta-da. o-0 That's the easy way, but you could do it using a texture... |
