Learn to make a simple Xanga layout before attempting anything as complicated as Flash.

u have to have a flash program to make flash banner. it's called "macromedia flash"

But the actual codng involved is very time consuming + you need to really know what you're doing. That's why I suggest you learn to make simple layout and work your way up.
