Maybe her hair is already blue.. and the white-ness is most likely the flash.

I know a simple way of brightening images. What program do you use? As for the hair, she could have colorized it.

Oh. Her hair is aubrum w/e brown hair. The picture was taken from Knotts Lol. Um. I use PSP but Im getting Photoshop.

For brightening it, what I usually do is duplicate the layer. On the top layer set the blending mode to "Screen". Very simple.

that works on psp, but it only brightens the bg..

Is the image flattened? It depends on how the image looks also.

Turn the image grayscale, and colorize.

in psp you could also use the "change to target" brush. i like it. it really helps you to colorize.
