please advice on how can i archieve ths following effect with a colour photo.

It looks like either it was originally a greyscaled photo or it was a color photo set on grey scale, and they just erased what they wanted to be in color. If you have photoshop do this: I think should first get you a color photo, then set it to greyscale, then colorize what you want to be in color. Just get the lasso tool and select what you want to be in color. Then press ctrl + u and select colorize, then move the bars on the hue and saturation until you get the color you want. You can do this to any part of the photo. If you need more help, just pm me.
