You can make icons with a variety of programs..
You can use Photoshop, and then Imageready to make them blinkies. Or Paint Shop Pro and Animation Shop to do it. There are some others, but those are the most popular. |

You can download Icon Art and shouldn't this be in webdesign? but yea you can just use photoshop or paint shop pro... for animation icons use animation shop... most of these programs can be downloaded from - http://www.download.com |

You can use any software. PSP, PS, AS (Animation Shop).
