How do you make borders on say, a link button or an icon? I have Adobe Photoshop 5.0

On the layer, click the little f at the bottom of the layer palette. It should take you to the blending options. Click stroke at the very bottom of the list on the left hand side. Choose your colorgradient/pattern, click on inside for position and the thickness of the border.
